Does it? That looks like a petition without any supporting evidence to me.
Beyond the usual guardian any-excuse-to-bash-Tories and without much substance, the only event I see coming is the reporting back Of environment panel report to doe about managing forests. Not exactly the same thing. In fact The Ramblers association, who deffo "know their rights", see positives and opportunity to get rights of way etc all better resolved.

Seems to me that the governent are very keen to sell off forests, IMHO because any profits made from woodland ownership are tax free. Which makes them an extremely good investment for those who can afford to buy - i.e. those with sufficient vested interests and lobbying power...
