Setting up my Rega rb 300.

I have just taken my rb 300 off for a clean and a fresh set up( just got my microgroove) . A few things have slipped my mind about setting it up .. First having a overhang stated of 15 mm . Is that the amount the needle measures past the center when the arm is moved to the center spindle ?? And lastly i have fitted a Michell techno weight and can't remember what to set the tracking dial to for its neutral setting so i can just use the techno weight for settings ??

No worries about the tracking force,just found a guide on vinylengine ...
